I'm currently trying to pull the top end on my CB700 engine to repaint it. The shop manual says to remove the hydraulic tappets in order to remove the cylinder heads. Is this true, or can I leave the tappets in?

The tappets themselves can stay in the head for the time being, but any time you remove the cams it's recommended that you bleed the tappets to avoid startup ticking.

+1 Anytime you remove the cams you have to re-bleed the tappets.

I don't think you can access the head bolts with the tappets in place. They are way easy to take out once you get to that point.

So I took out the tappets, but I accidentally forgot to record what order they were in. I just put them all in a ziploc bag. Is this bad?

It's usually preferred to keep things like that in order simply because of wear issues, buts it's not detrimental to the functionality of the engine.
