i have an 85 650 and ever since i got the bike the neutral idle was a lil under a 1000 and the in first sitting idle was lil under 1500.i no it was wierd but wasnt really a problem till i changed the idle so the neutral idle was where it was supposed to be at 1000-1100.now the problem is my in gear idle is 1500.anyone no y the in gear idle is higher then the in neutral idle?

p.s im bad at explaining things so feel free to call me stupid at any time if i say things backwards or whateva lol

See if this is right....  In neutral, the bike idles around 1000 rpm, like it is supposed to.  In gear, stopped, with the clutch pulled in, the idle is around 1500 rpm.

If this is what the bike is doing, try letting it idle, in neutral, and pull the clutch in, and see if the idle changes.  Do not put it in gear, just hold the clutch in.  Report back.

Also only set your idle when the bike is at normal operating temp, go ride for 10-15 minutes and then set the idle , otherwise you'll keep chasing it back and fourth as the bike warms up. It's normal for the bike not to run the way it should until it's warmed up , a lot of people make the mistake of setting idle right after they start the bike.
