First off I am in Georgia so cold weather to me is 40. Plus the day temps can vary widely so you have to take a layered approach or you will freeze in the morning but burn up in the afternoon.

Would a rain suit over everything be a good solution to at least take the bite out of the air?

Possibly...block the wind and you block the cold.  If you are serious about riding in the cold though I suggest you invest in a good convertible jacket.  I can ride in 20* temps with my Tourmaster Epic and be comfy with just a tshirt on under it.

I have used the rain suit as a wind blocker many times. It does help a great deal. When in a pinch put that rain jacket over your mesh jacket and you will be surprised how warm that mesh can be. If your a serious rider then you need a rain suit anyway. Even if you don't ever intend on riding in the rain eventually you will have to.

I'm with Ari one proper winter gear. It's warm, protective and waterproof. In the summer I generally do not ride to work in the rain. 99% chance of rain but a window to get to work dry and I'll ride but I don't like to show up to work wet. That is during the summer when I ride in mesh. I have rain gear but it's just something extra to put on and isn't 100% water proof. But during the winter, everything is water proof so I ride rain or shine.

The additional layer of wind protection will definitely reduce heat loss, whether it is over or under your jacket.

I for one have put a garbage bag under my jacket when I rode into unanticipated cold or rainy weather here in the Rockies. Keep 2 heavy duty garbage bags on your bike at all times just in case- one under and one over your jacket will keep you dry in such a case.
