This is a total newb question as I just got the bike.  Is there a way to adust the mirrors up?  To clarify, when i am sitting on the bike the mirrors show bumpers of cars behind me as opposed to hood/windshield.  I tried moving it up but it won't go and I don't want to force it.  I see there is a bolt behind the mirror that attaches it to the arm, but when i undid that it did not help.  I looked in the manual but there is nothing in terms of mirror adjustments.

It should just pivot up and down, left and right, etc. right at the ball and socket joint that joins the mirror and the mirror stem.  It may take a little coaxing, but once it starts going it'll go much more easily.

They're a bit difficult to move so that they don't start flip flopping all over the place at speed.... that'd be dangerous.

That worked.  I was a bit hesitant to pull harder but once I did it started moving around just like you said. Must have gotten a little rusty. Thanks!
