Can't go wrong at $250.  At worst, you can't figure it out and make a little money parting it out.  At best, you end up with a nice old bike.   thumb

For $250 its a good deal as long as you don't mind doing the work to get it running again. Electrical gremins are the worst kind, and they take lots of patience to work out, but if you're up for it then I'd go for it.

Personally I'd prefer the 750SS.  Getting a title is possible.  Also, I don't recall much being said about the CSR lineup of Kawasaki.  I know they had at least 3 bikes (305, 550(I think) and the 750)  The models didn't last long; infer from that what you will.  Besides that, if I get a 750, I prefer a 4cyl.

Personally, I like the CB better. Spoke wheels are a pain to get to look good.
I've owned bikes with both and mags are easier.
Plus I like the forwardness of the 750 better.

you should definatly go with the CB750. those are classics and if you can get it up and running you could make it whatever you want, like the civic of bikes. lol. imho buy it and cafe the hell out of it.

Because it costs $.  It's not exactly cheap.  I recall rates of $250-$325, and that was a couple years ago.  Basically the service is a tile search to make sure it's not stolen, salvage, etc.  The you "sell" them the bike, they do the paperwork and "sell" it back to you from a state that doesn't have titles for vehicles over a certain age.  you get an official bill of sale from a state like GA, which you take to your DMV for a title in your state.  Obviously it takes a while to get all this done, and it's only for older bikes/cars.
