probably pretty easily made running too Probably. Of course that depends on if "has been sitting around a long time" means since 1975.  And even then it has a reasonable chance. It's just kind of hard to kill a CB series motorcycle.

Sweet deal!
The first thing I would do, if it were mine, is take the carbs off and clean them. Then change all the fluids, filters and look for leaks. Make adjustments to the chain and valves (if adjustable). Check the brakes for wear and operation and check the bearings for any free play.
My point is, make it rideable first, then go for the cafe parts.

just a preliminary, carbs were off and given to me in a box, should i just spray a ton of carb cleaner in them? Second, from brake is out, havent checked but the fluid maybe out or pads may be missing. Also didnt look to much into it but it seems the accelerator isnt hooked up, when i try and turn the grip, it doesnt turn, as hard as try, seems like its a grip on the handle bar like the left side.

How long was it sitting since it ran last?
Stuck throttle could be rusted or kinked throttle cables. Just curious: Can you turn the crankshaft?
It sounds like a general overall inspection is in order to make a list then take it one thing at a time...

Do not spray the carbs in carb cleaner. That wont be good enough. They should be disassembled and soaked then blown out. A carb kit will be req'd if any of the rubber is dried up or bad. Sounds like you've got your work cut out for you
