This is what I wear touring when cold:
"Long Day Comfort" shorts
polypropylene under layer top, bottom, socks
wool socks
"Oxtar" Gore-Tex riding boots
leather pants w/ armor
"Warm & Safe" electric jacket and gloves w/ Heat-troller
leather jacket w/ armor and liner
fleece neck gator
full face helmet
add optional Gore-Tex rain jacket and pants for more warmth.
I also bring along a fleece jacket and Gore-Tex insulated gloves in case of electrics fails. They have not in 3 years of heavy use.
I can ride warm and toasty all day with freezing temperatures. Up to 400 miles 30-40 F. Lowest was 25 F one morning. The Nighthawk S has enough power for the electric clothes.
I can survive with out the electrics.
I can be hot tub warm with them.

Gore-Tex is amazing stuff for warmth, sealing out the wind and not getting damp with perspiration.
