replacing headlight bracket

I am trying to replace a bent headlight bracket on a 91 honda nighthawk and I am hoping someone knows the best way to open up the front of the bike to fit the bracket in.

I think you have to remove the forks unless your new bracket bolts together around the fork tubes.
