Wire brush with a drill until no rust or dust is flying off the brissles, some spots will shine and others will be pitted from the rust, just be sure no loose paint or rust are pressent. It only took about 30 minutes. As far as the lights go there were there when I purchased the bike.
Hope your headers turn out OK.
