i put a new back tire on, when i put on the rear breaks it makes a real loud rubbing noise so i checked it out and there seems to be a gap on both sides where the brake plate goes onto the rim and on the other side there is a gap where the rear end goes on the rim can see about a quarter inch of clean metal on both sides idk if they're both spose to be flush on there or not cant remember if it was before...    also for a while now my tach ,gear indicator, and fuel gauge don't work any ideas

I don't have a pic of the right side, but it's about the same amount of clean metal showing.

As far as your gauges, the first thing I would do is clean the electrical contacts behind your fairing and go from there.

I'd check for a blown fuse first. If thats not it, then it could be a loose connector behind the fairing as Brittles suggested.
