i have just been passed down a 1982 cb450 with 9000 miles. i have cleaned the fuel tank and put a new battery on it. it wants to turn over and it has electricity but the throttle is stuck and wont move. pretty sure the carb needs to be cleaned because its been sitting with old gas in it for ten years, and the throttle blade doesnt move freely. any help would be appreciated.

Its probably got rust in the throttle cable.

Since you are going to have to take off the carbs anyway, see if the throttle sticks with the carbs off -- then you would know its the cable.
