I am only limited budget.  I am currently going to college and working.   I ride an averager of 880 miles a week between college and work.  Therefore, want something that is functionalbe (wear in Florida Summer, winter nights (32 degree sometimes), and rain).    Maybe I am asking to much.   My old leather jacket is wearing out, I am getting holes in it.  It is over 15 years old.   Please post website, type, brand, and price of jackets that you would advise getting within my price range.

Loud colors? Bright colors won't do any good if it's a low contrast color.

You're after high contrast colors that stand out against a dark (ground level) background.
Yellow and lime green is best.
White is decent however it's a natural expected color near eye level. Expected color means cager brains edit that information out as unimportant.
Hideous screaming orange is sort of ok though contrast is dropping.
Red, blue, burgundy, etc are bright however they are very low contrast. Bright red is actually not far from black in terms of contrast against a street level shady background.

On an interesting side note; Some variations of lime green will actually turn completely invisible against a snow covered background under typical mercury vapor outdoor street lights. It's not really much of an issue with motorcycles since snow riding isn't the best idea however it's still interesting.

An ideal single do it all jacket is going to be difficult to come by and probably impossible in the low price range. There will be compromises though a workable solution can be done.

motorcycle-superstore has a great filtering system for product searching.  You can select material type, leather, price, under $200 and color, in this case yellow.  Unfortunately only the item above was found.  If you don't mind textile there are a lot more options.

And BB is right on about color contrast and visibility.

I bought a Tourmaster Epic in LOUD yellow for $199.  Jacket is great in cooler/wet weather when all zipped up with a liner. I've also ridden with it on in 80* weather with the liner out and the 7 vents opened and was quite comfy.  Armor in the shoulders, elbow, and back. Reflective piping makes for very high visibility. You get waaay more jacket than you pay for when you pick one of these up. Below is me sporting it this winter:

I haven't tried this exact jacket but I have an Olympia airglide jacket and pants and they are the best quality gear I've owned (and I'm no slouch when it comes to getting gear  happy1 )
The jacket liner is amazing somehow it manges to keep me warm from the high 30's (coldest I've ridden in) to the low 70's. At that point I take it out and the jacket is good to the low-mid 80's in traffic (far more if you are moving).

Motorcyclegear.com...I bought a Cortech GX Sport and GX air from there, both around $150-$170 each in bright yellow.  They have the 2nd Gen GX air on sale now for $144.  With the dual liner (rain and quilted) it's a pretty good 3 season jacket.  I'm looking to trade out my GX sport for a Tour Master Transition (also yellow and $171).  Not that there's anything wrong with the GX Sport, but I'd like the extra length of the Transition.

IMO the jacket Ari is wearing is probably the best all around. I personally have two jackets - one leather and one light textile. The textile I bought used for 50 or 60 bucks so watch craigslist, the leather I bought on closeout for around 150.

Thank you so far.  You gave me more chooses, now.   I just have to figure out the options I want, design, function.  I always had leather, but new technology and style.  The new materials protect just as well.

i used one over a black jacket years ago when i had my first bike on a cross country trip.
i really felt the vest

saved my butt on more than one occasion, and people really show you more respect.

When I first got my bike the only jacket I had was an old brown leather jacket I'd had for years. When I started doing some night riding I wanted greater visibility, so I used one of these vests. The one I had wasn't specifically made for motorcycling -- in fact, I think I got it free when I took part in some emergency management training. But it pretty much matches your description -- yellow mesh vest with broad reflective stripes. I get a lot of other use out of that vest; I wear it when I do my morning runs when it's dark out so cars can see me, and I'll be wearing it later today when our Boy Scout troop is cleaning up our Adopt-a-Highway area.

I've seen a couple riders wearing them.  I've also been looking at some of the jackets and vests that contain flashing LED's.  It seems like they would work well to grab peoples attention.

I know some people that work at Los Angeles Air Force base that wear them. I see others on the road with them. They show up really well.

I con makes the "Mil-Spec" vest, lots of guys here on the base wear them, and they make a Hi-Viz version as well.  The AF just says we have to have a bright contrasting color, so I'm good with my yellow gear.  The Army, however, insists on an orange vest, regardless of how bright (or not) it is.
